In a move more routinely expected lately from a Republican Governor, Gov Cuomo has clearly laid out the end game for implementation of performance based teacher evaluations in New York.

Gov. Cuomo will give New York’s teachers one month to agree to a statewide performance evaluation plan — or he’ll write his own educator-rating scheme into the budget for legislative approval,

In the ultimatum — which Cuomo will level at the United Federation of Teachers and New York State United Teachers as he presents his budget today — the governor will also insist the state union drop its lawsuit challenging certain provisions of the evaluation system, a source close to the administration said.

Some sources indicate that the unions are close to presenting a proposal, but The Governor has clearly decided that it is time to put the evaluation process in place.

Gov Cuomo continues a very aggressive approach to negotiations with the teachers' unions in New York as he prepares to move forward with performance-based evaluations for teachers, with or without the input from the unions on the evaluation process.

Insuring that we have the best and brightest in front of childrens' classrooms would seem to be a policy that everyone should be able to get behind

    I do think there should be a performance based evaluation but how you shape it is critical. A student evaluation at the beginning of the year on what is to be covered in that year at mid year to check and then a similar evaluation at the end of the year to determine total progress made. That evaluates what THAT teacher has done.

    What you have outlined is certainly part of the evaluation of the effectiveness of teachers and it is very important that the evaluation process be fair and consistent.

    Gov Cuomo has been requesting union involvement for over year on this matter.

    It would seem that if the quality of the teachers, who are members of the union, is improved that the union benefits, but not as much as the children benefit from this process (if it is implemented and executed properly).

    An effective evaluation system for teachers should be fair for the teachers. There are no details in the article about the performance evaluation plan. This concerns me:

    Talks over the evaluations broke down in the city last month when Department of Education officials refused to consider the UFT’s insistence that teachers who receive poor ratings be allowed to appeal them to an independent arbitrator. Appeals of bad ratings are currently handled by the schools chancellor.

    I think that bad teachers should be fired, but if appeals are handled by the schools chancellor, then it doesn't appear that teachers have anyone on their side. Some principals are also opposed to the evaluation system.

    There is still a lot of work ahead, according to the federal government’s assessment, and the unions are not alone in pushing back on the evaluations. More than 1,000 principals statewide have signed a petition opposing them. The principal at P.S. 130, Lily Din Woo, has not signed, but she has said she does not agree with how much weight the evaluations will give to standardized test scores.

    “There is a lot more that happens in a classroom that makes a kid successful than test scores,” she said.

      I agree that a fair evaluation process is key to the success of this initiative.

      How the appeals process is constructed is an important factor and it must be withing the education community (in order for the proper perspective to be applied to achievement or lack of it).

      As with any profession I totally agree with performance based evaluations. The larger issue, IMO, is the No Child Left Behind program that is a dismal failure. By now, there shouldn't be any child in high school, let alone a middle school, that is not at grade level. Unfortunately this is not the case in many school systems. Administrators continue to move children through the system and it has created an enormous burden on teaching staffs throughout this country.

        NCLB did not achieve its goals not argument there

        Many children are below grade level

        It is time to try something else

        Governor Cuomo has a good idea that could be the model for the country if it works
